It needs to be kept at least for the duration of a VOTE.

Yes, if we want to prevent staging sites from being indexed while they

Of course not, but if Google indexes the staging site during a vote,
the URL may be returned.

Users have a habit of re-using old URLs so they may be annoyed if it's
gone the next time they try to use it.
