I am not sure to fully understand the question, but if the question is why
would somebody need a Docker image for JMeter :

   - Ease of use, as a user I want to run my test easily without having to
   install Java, JMeter before
   - Openshift deployment
   - Kubernetes deployment
   - Integration with Jenkins

Or was your question about something different

Then it would be interesting how plugins should be installed.

Not answering the question directly, but if The ASF could officially
distribute a JMeter image, it would be possible for users to create a
DockerFile using JMeter image, but that's another topic.
