You can't push to the Apache JMeter repo directly (if you are not a committer [ https://www.apache.org/dev/committers.html ]) You can however fork JMeters' repo and push to your own repo. That will enable you to make pull requests as should be explained by https://jmeter.apache.org/building.html As there has been a discussion about the docs just this day on this mailing list, it seems that the documentation can be enhanced.
