Noting that LGPL 3.0 licensing would be an issue. The compatibility is the 
other way (Apache 2.0 in an LGPL 3.0 project, cool; LGPL 3.0 in ASF project, 
less cool). 

I think this is saying that Joshua was LGPL 2.1/3.0, and that it includes 
Apache 2.0 code, with an exception to allow the Apache 2.0 in the LGPL 2.1 code.

In which case, it seems to me that, once the modifications are covered by CLA, 
these files can be changed to the original Apache 2.0 subsampler header, and 
then need to work an Apache 2.0 header into that.
