Local and remote installs of gems with versioned dependencies fail when
deserializing the version restriction, e.g. (for a local install):
ERROR: Error installing gem concurrent-0.2.1-jruby.gem[.gem]: undefined method
`scan' for 0.1:Float or inaccessible method `scan' for 0.1:Float
This may be a YAML issue. I've attached the gem in question for reference.
