[jruby-dev] CI builds failing, perhaps because of user Bamboo runs under?

I noticed the CI builds are all failing now in testEnv, which first 
tries to test_ok ENV['HOME'] || ENV['APPDATA']. Since this fails, 
perhaps the user Bamboo runs under doesn't have a HOME var set?
