ant Javadoc error when using target create-apidocs

When trying to build api-docs on windows with jdk1.6 and ant 1.7, ant fails
with a
"create process error 87" (Invalid parameter to the CMD executable).
According to the ant team, there is a current workaround for this problem,
which could be applied

Adding useexternalfile="true" to the javadoc target should do the trick. I am
not aware of any repercussions.
Very minor issue, but I leave you a patch for it.
