It would be good to have a WebStart-based sample for JRuby's IRB. Currently, we
have IRBApplet sample, but not the webstart one.
Both, Applet and WebStart based samples are good to test JRuby in security
restricted environment.
The provided patch creates an jirb.jnlp file in samples dir, suitable to start
JRuby IRB via WebStart.
