All current applications and most of the rubyspec specs are based on 1.8.6. In
addition, we have been modeling behavior on 1.8.6 for the past year.
I will be committing the updated version number shortly. There is at least one
more change to make:
# update stdlib to 1.8.6
Tom has already updated time.rb, date/format.rb, and rational.rb.
