Regression: jirb on windows doesn't provide history anymore

After recent readline-related canges in rev. r6005: "Fixes for JRUBY-2156 and
JRUBY-2154, make sure that Readline is actually using the same streams as the
rest of that Ruby session", the jirb console on windows lost its ability to
provide history of entered commands.
So, up-arrow and down-arrow don't do anything now, which significantly degrades
jirb usability.
