JIRB stack traces on start-up on OpenVMS

When launching JIRB an IOException is thrown, rather than readline reverting to
unknown it seems to think OpenVMS is a UnixTerminal ?
Please see attached stacktrace and demonstration.
JIRB appears to still work after the stacktrace, although system calls and gems
like highline don't work, but that is probably worth filing another issue.
