Monkeybars and Rawr not usable from Commmand line in Vista

The batch files generated in bin directory when a gem is installed do not work
from command line. After setting the path environment variable to include the
JRuby bin directory the batch files work only if I include full path to
jruby.bat and the full path to rawr and monkeybars.
e.g. @"C:\NetBeans Dev 200806051204\ruby2\jruby-1.1.2\bin\jruby" "C:\NetBeans
Dev 200806051204\ruby2\jruby-1.1.2\bin\monkeybars" %*
This is also the case for access to any other batch files in the jruby/bin
directory from the command line.
