The attached patch contains two changes:
- fetch-stable-specs target in build.xml downloads zipball instead of tarball,
so that a native tar binary is no longer required to run specs;
- on Windows, default.mspec sets the target to jruby.bat instead of jruby
The specs still produce many errors on Windows, but without this patch they
can't be started at all.
