You know what? I'm fed up with issues relating to jossl being a gem. I don't see why we shouldn't be able to ship it, especially since BouncyCastle's own page says the libraries are approved for export. The problem we have is that JRuby is shipped with NetBeans, and they get really tweaky when crypto is involved in any product they're going to ship overseas.

It seems like if we could do the homework to make sure BC is ok for export, and just start shipping it, we'd be fine all around. Does anyone know a good way to go about this? If we could just ship BC there'd be no more need for the jossl hacks we have in place to allow it to be an external gem.

Thoughts?
