From what I understand (and ianal) such a slip-up doesn't automatically mean you've licensed your code under that new license. So we definitely need to fix it, but we haven't somehow accidentally released everything APL. I suspect this is simply as result of using jarjar, and only joda has license files in its META-INF. But I don't think we've done any damage. Again, ianal.

We should probably push new jruby-complete for the past couple versions just to make sure there's no confusion.
