I heard back from David, and he clarified that this doesn't mean Rails would start requiring 1.8.7 or that they'll start using 1.8.7 features. It's more of a position statement "for best karma, run Rails on 1.8.7". There's probably little more to it than that, and I suspect neither Rails core nor plugin/gem authors are going to adopt 1.8.7 features any faster as a result of this.
