While looking into JRUBY-2973, I discovered that the --command extract is not
fully functional anymore. I know we had discussed removing "extract"
capabilities, since the .jruby dir caused many bug reports (or perhaps we
decided to only eliminate auto-extraction?), but it appears we may have either
partially disabled it or simply broken it. Either way, it's not possible to get
JRUBY-2973 now, and --command extract produces a nasty error.
Fix or dump --command extract for 1.2. If we still want the extract behavior
but don't want the auto-extraction, perhaps require a target dir to extract to,
and this can be a poor-man's installer.
