It's not part of the standard distro, but you can install it from the dev update center (the URL is http://updates.netbeans.org/netbeans/updates/dev/uc/final/main/catalog.xml.gz, instructions at http://wiki.netbeans.org/FaqAddingNewUpdateCenter). The plugin to install is "Common Scripting Language Development Tools", after installing it you can then access the AST view in Windows - > GSF Development (you may need to restart the IDE before the view starts working correctly).
