Load Error using jruby-1.3.0RC2

Trying to create a new project using jruby-1.3.0RC2 & Netbeans 6.5.1 results in
the following error.
C:\Program Files\NetBeans 6.5.1\ruby2\jruby-1.3.0RC2\bin\rails:19:in `load': No
such file to load -- "C:/Program Files/NetBeans
6.5.1/ruby2/jruby-1.3.0RC2/lib/ruby/gems/1.8/gems/rails-2.3.2/bin/rails"
(LoadError)
from C:\Program Files\NetBeans 6.5.1\ruby2\jruby-1.3.0RC2\bin\rails:19
This error does not occur when using jruby-1.3.0RC1. Sorry I can't be more
helpful as I have not been able to identify the cause at this stage other than
knowing it appears to be related to a change in jruby-1.3.0RC2.
