JRuby startup batch files do not report missing/inaccessible "java" command well

On Windows, if the "java" command is not available or can't be found...along 
the lines of "The file could not be found" or something. We need to add better 
checking logic into the .bat scripts to confirm that the "java" command that's 
eventually going to run is going to work, and report a good error if not.
