I'm not sure why, but some rubyspecs for important libraries are not enabled to
be exectued via mspec ci or ant spec.
The libs are:

library/drb
library/etc
library/net
library/openssl
library/ping
library/readline
library/securerandom
library/socket
library/syslog/

There are A LOT of failures for syslog specs, and some for socket (<20), but
for other libs actually most of the specs pass. Why we disable them?
Also, current jruby.1.8.mspec and jruby.1.9.mspec *explicitly* list the list of
libs which is fragile, it would be better to include *all* library rubyspecs
and then explicitly exclude those that we really think must be excluded.
In jruby.1.9.mspec, there are lots of explicit library exclusions, but there
are no such rubyspecs at all --> needs to be cleaned.
