RbConfig/Gem cleanup after switch to native launcher

Fix For: JRuby 1.4
Now that we switched to native launcher, there is no reason to keep RbConfig
non-standard, and hence no need to customzie Gem.
RUBY_INSTALL_NAME should be "jruby"
EXEEXT shoul be "exe", not empty
Customization in RubyGems, related to this, should be gone as well.
Will fix.
