[windows] JRuby's native launcher provides empty name to jps/jconsole

jps -l prints out:
2768
and no class name, no nothing that identifies this process as JRuby. When there
are multiple java processes launched, that makes it hard to find the one to
attach to.
In JConsole, the same issue, empty string.
Will fix.
