Fix For: JRuby 1.4
The install4j stuff is powerful and sophisticated and likely there is an easy
way of solving these references to individual versions. We need to either pass
in version as a string/property or generate these files. This bug will need to
address this by 1.4 final since we shipped 1.4.0RC2 without updating an RC1
value.
