JRuby native launcher doesn't recognize JAVA_OPTS env. variable

For example, one might set
set JAVA_OPTS=-Djruby.debug.loadService=true
and then invoking 'jruby.exe -v' should produce some additional verbose output.
Currently, jruby.exe just don't know anything about this env. variable.
