As the existing comment suggests, this can be a run time option. Is there a
good reason that it isn't?
The attached patch adds a new property {{jruby.debug.loadService.timing}} to
set {{org.jruby.runtime.load.LoadService.DEBUG_LOAD_TIMINGS}} at run time.
