[windows] Native launcher should set JFFI boot path

Currently, shell-based JRuby launcher sets jffi.boot.library.path property,
while the Windows native one doesn't. That causes JRuby to extract the native
jffi bindings from the jruby.jar file and put into tmp dir *every* time,
wasting disk space and some precious startup time. Over time, my %TMP% dir
accumulates thousands of those jffixxxx.tmp files as well.
Will fix.
