RubyInstanceConfig needs both getters and settings for all fields a user might

There are a number of fields on RubyInstanceConfig that can't be accessed or
modified except through parsing command line parameters. The one that I noticed
immediately was "debug", which only has a getter.
For this bug, add setters and getters for any reasonable fields on
RubyInstanceConfig that aren't currently accessible.
