Seb has been working on Debian packaging for JRuby.
As part of that task he has documented licensing for JRuby and all of the
included libraries here:

The Debian-specific language can be removed and this document should be
included into the JRuby codebase and generated artifacts such as
distributions, and installers.
Currently JRuby licensing is described in the file: COPYING
In addition the Licensing document should be updated when new libraries are
added or existing ones are removed.
For example the recent addition of the columnize gem because of a ruby-debugger
runtime dependency should have generated a task to add it's licensing
information to this document.
