bin/generate_parser does not run on Linux box

Attached file is a patch for bin/generate_parser to let bin/generate_parser use
/bin/bash.
For now, bin/generate_parser cannot run on Linux because it depends bash
feature and Linux sh is not a bash. Plus, fix 'shift' condition (avoid empty
shift).
I don't know if we should run bin/generate_parser except on Core team's
machine. :-)
