Yeah, this would be great to get rolled into JRuby somehow, either as a gem that we preinstall or directly into JRuby. Including directly would add some size to the dists; Jacob + its DLLs adds up to >450k (uncompressed). But we'd be able to add logic to wire it up directly in JRuby without it loading as an extension/service thingy (maybe not a big deal). As a gem, it could continue to be developed and released independent of JRuby, and wouldn't emburden the non-Windows users. I'm leaning toward that option.
