Installing rubygems is failing most of the time. It is more apparent when the
gem being installed has dependencies. This rubygems ticket discusses most of
the details including a proposed network/exception problem:

Enebo and I spoke about it likely being in the jruby networking. The issue
does not exist in MRI on the same machine.
