In our shell launcher uses $VERIFY_JRUBY env variable in order to disable
putting jruby.jar into bootclasspath, and putting it into regular classpath
(wich is subject to verification rules).
We should do the same for native launcher, since in some rare, but real
scenarios it is desirable to avoid use of bootclasspath.
Fix is coming.
