FFI fails to load under GF V3 in some environments

Tony Arcieri got his app to boot under GF V3's directory deployment, but when
it tries to load Nokogiri it presents an FFI error:

It's not clear where the "Permission denied" is coming from. A test of GF V3
plus a simple app that just loads Nokogiri and gets its version number appears
to work on both OS X (x86_64 Java 6) and Linux (Ubuntu, i386 Java 6).
Some theories:
* Filesystem permissions could be wrong for the FFI library location
* Security on the machine may prevent loading the FFI library
Hard to look into this more without a way to reproduce it...
