Can't install some gems, like webrat

Some gems fail to install with jruby -S gem install

I can install these gems in 1.4.0 on the same machine with no problem. I have
tried with 1.5.2 from the .tar.gz, the .zip, and the windows installer. All
give me the same problem.
I was getting this problem with the rails gem as well. Eventually, the rails
gems all installed. So far I have never been able to get webrat to install.
This problem seems to happen more with larger gems, or gems that have many
dependencies.
This is a blocker for me currently.
