Problem when using Bundler and depending on bouncy-castle-java

I guess this is the same problem as described in JRUBY-5425.
JRuby seems to activate the latest installed version of bouncy-castle-java.
Now when an app using Bundler depends on an older version of bouncy-castle-java,
it fails to start with a Gem::LoadError, because it can't activate both
versions.
