Windows: JRuby (jgem) throws error if user directory containcs Central European
(non-Latin) characters

Executing "jgem install <gem_name>" command throws the following error if the
user name includes Central Europen characters:
ERROR: While executing gem ... (Errno::ENOENT)
No such file or directory - C:/Users/us´┐Ż´┐Ż
The user name was: uséőr (useor). I created it specially for testing, the
profile was empty, JRuby was installed as the only extra application. For
command execution I used the regular Windows Command Prompt (The two special
characters can be entered in Windows (if you have a non-CE keyboard layout)
using Alt+130 or Alt+0233 and Alt+0245.).
