Because that is not a link to the latest jruby-complete.jar file.
I have a script (as part of Rawr) that downloads and copies over the
latest jruby-complete jar for use in building stand-alone
redistributable applications.
That gem doesn't include a jruby-complete.jar. It has, buried deep in
the layers of its gem wrappings cruft, two separate jars.
