I don't know how many people are on the list. Perhaps enough to make a
popular vote impractical.
I suggest finding (somehow) the top N active participants on the list
and giving their opinion more weight. Pick a value of N that feels right.
Unless there is a more or less obvious alternative list host.
I'm OK with Google Groups, but OTOH I'm a pretty casual participant on
the list. Seems it would make sense to favor the opinion those who are
more active.
