David, there was a time when JSPWiki was not yet a top level Apache project, we have been incubating for a long period (I think 3 years). >From that time period it is best to use the tags indeed. When we became a top level project, we starting making official releases, you can find the download links to these releases on our wiki ( https://jspwiki-wiki.apache.org/) (second link top left). These also include binaries (for convenience only).
