Apache JSPWiki's primary codebase now hosted on GitHub

Following on from moving Apache JSPWiki's codebase from SVN to Git
earlier in 2017, we're pleased to further announce that GitHub is now
the primary JSPWiki repository. The change was enacted after a vote on
the JSPWiki user's mailing list (with the results summarised here).

Further information on how to work with the new repositories is
available here, with general guidance on building JSPWiki from source here.
