Environment:
The UserPreferences UI of JSPWiki needs various improvements:
* Help text appear only when hovering the mouse over certain buttons or input
fields.
* Improve consistency of the design, alignment of inputs & texts,
* Responsive design, also fit to mobile devices
* Incorporate the ADMIN and SecurityConfig UI as in the user-preference page;
behind an administrator ACL. Currently the Admin UI is only accessible
directly via a top-level url; not part of the JSPWiki templating a JSP's.
