Measured on master in a running instance (Tomcat 10.1, Chrome, default
template), with two paragraphs in plain text and two in a quote block. In the
HTML the first paragraph of the block is loose text and only the second one is
inside a p element, which is what Dirk explained in 2016. In the page, the
distance between the start of two paragraphs is 34 pixels in plain text (23 of
the line and 11 of margin) and 23 pixels inside the quote block, because the
loose first paragraph has no margin. So the paragraphs of a block are closer to
each other than outside it, which is the difference of this report. A fix would
be to always wrap the first content of a block in a p element, or to compensate
in the style sheet; both change the HTML or the layout of every block. I tried
only the quote block here; the information block behaves the same (see
JSPWIKI-930). Leaving the issue open for that decision.
