Querying in the JAXR assumes that that the "approximateMatch" is turned on by
default, which was the case in UDDIv2 but is *not* in UDDIv3. This casues
failures in the TCK test suite. We need to make sure that when using a UDDIv3
registry we set the defaults as they are for a UDDIv3 registry.
