It's been proposed about a year ago and we didn't get enough votes. In
the meantime https://git-wip-us.apache.org/repos/asf has gained momentum
and we're thinking about starting another vote soon. We've been trying
to get v3.2. out the past couple if weeks, so after that we'll try again.
