patch applied. Precompiled jsp classes are included in the war now, however I'm
not sure if the container (tomcat) is actually using the prebuilts instead of
compiling on demand.
This ticket is actually a user request to increase initial spin up speed. The
complaint was for slow initial page loads on jboss 7.
