in an attempt to juddi building on github actions and get all the fancy code
scanning, dependabot stuff running, i ran into an issue with the hibernate
setup. With OpenJPA, everything is fine, however on hibernate, once the
tomcat/juddi war starts up, it throws an
java.lang.ArrayIndexOutOfBoundsException without any real context as to what's
going.

I am unable to reproduce locally. Off of master, the command the CI job is
using is
" mvn -B install -Pgithubactiondist -Phibernate" on JDK8
I'll attach the logs from my system shortly
