Summary: Disable log4j logging in command line tools

The command line tools use the same log4j configuration as the server, so they
produce all kinds of logging to standard out. This is annoying. Administrative
tools and performance tests should only produce expected output.
We should use a different log4j configuration for these that turns off logging.
