Okay reviewboard is busted. Jun, I renamed the metrics as you suggested. I 
think it is possible that I am misunderstanding the meaning of gauge and meter 
because according to my understanding anything which is used per-second is a 
meter so by definition the metric in the throttler is a meter. But I don't know 
this library well so this may be wrong.
