Broker throttles are incorrectly marked as sensitive configurations. This
includes leader.replication.throttled.rate,
follower.replication.throttled.rate,
replica.alter.log.dirs.io.max.bytes.per.second. This means that their values
cannot be read back by DescribeConfigs after they are set.
